Rook deeply respects Varric Tethras as a leader, enough to consider him an important example to follow, and so he has in turn tried to run the Veilguard in a way that he would. He tries to have the same level of patience and read people as people and listen -- but when he believes he is right, understand he is fighting if not fully running with the impulse to just go with his original plan. While outwardly friendly and determined to understand his teammates and look after them (because he promised to), he does not consider himself an outgoing or even really good person -- he just tries to be. Inwardly he is suspicious not just in general but also of receiving the same level of consideration as he gives.
In terms of relationships, he is surprised when people consider him a friend because he tends to assume he is unpleasant as a default. Romantically, it takes a lot of bonding for him to fall for someone usually, and while he might carry a torch, he personally finds himself unattractive and thinks any developing affection will not be returned. He'd rather be quiet and miserably unrequited than rejected and even more miserably alone.
He is not fond of people who abuse authority, or bullies, but he has a soft spot and a great deal more patience for kids (and cats...and griffons). The thing about being someone who assumes they are not here to be liked: This is also a man who argues with whoever he needs to. Governor Avenci said he should have gone into politics and that is not incorrect. He would sooner devastate an enemy with words before lifting a weapon, and in neither field is he incapable. That is a warning.
Like other Grey Wardens, he very much believes everyone has the capacity to be better if given the chance but if you wronged him personally, depending on how bad, his reception of you can range from "I am not going to be the one to help you" to "I am making sure you never get that chance."
He likes stargazing and apparently knows how to chart them. He also knows how to cook, fish, hunt, and forage, and he is very comfortable working with textiles. There is an apparent fondness for little things and personal crafts; he might not be able to do them but he has a deep appreciation for those that can. He also does not drink alcohol.

Appearance
5'6" . large brown eyes . brown hair with some streaks of grey in the under-layersRook is not without muscle, but he is both short and relatively thin in appearance. Not unusual in shape for a mage accustomed to at least some hard work. He's older than he looks, though the lines of his face are not invisible, but the Fade seems to think he is even younger and he has no explanation for this. The right side of his face and chest are both marred with scars that resemble a striking bolt of lightning or veins, the latter coming to mind more readily because they are very dark, closer to black than red. Most assume it is an unusual reaction to the blight that all wardens are exposed to, but other than being a source for self-consciousness, he does not seem to be affected by it.
It's not visible under his clothing and his gait is mostly normal unless you are looking very close, but he wears an ankle brace.
He is physically decently strong, especially for how small he is. He also cannot seem to gracefully jump to save his life -- he can fall from fairly impressive heights and land on his feet with no apparent backlash, but the fact that he has not completely missed a jump and died suggests that the Maker does indeed sometimes look after more than just idiots and children.
Prior to joining up with Varric he was known to have gotten in hot water with the Grey Wardens because he defied orders to go with another plan. He collapsed a building on a tunnel containing an oncoming siege of Darkspawn and in turn saved an entire village that otherwise might have seen heavy casualties. Wardens, as far as he is concerned, should be more worried about protecting people than real estate.
